General Policy Statement
The Company recognises and accepts its responsibilities under the Control of Major Accident Hazards (COMAH), Health and Safety (H&S) at Work and Environmental Protection and is committed to attaining the highest standards of safety and environmental performance.  The Company regards the health and safety of employees, contractors and others that may be affected by its operations, as well as protecting the environment as its highest priority.  The Board of Directors acknowledges that environment, health and safety is a management responsibility and will ensure that the necessary resources are available to comply with all regulations affecting the activities of the Company.  The Company will ensure the continued development and maintenance of management systems aimed specifically at the aspects that are relevant to the protection of workers, the protection of the environment and the health and safety of neighbours.

The Company’s Environmental Management Policy (EMP) and Safety Management System (SMS) will be the means by which this policy is implemented.  The key aspects of these for controlling environment, health and safety, including major accident hazards, are summarised as follows:

• Identify the roles and responsibilities of those involved in the management of environment, health and safety at all levels in the organisation
• Provide training and instruction for employees and contractors in the effective management of environment, health and safety and to understand their own responsibilities under current related legislation.  Training records will be maintained and used along with job description changes and a change management system to identify all training needs.  The effectiveness of training shall be evaluated by theoretical and practical assessment
• Identify and evaluate the likelihood and severity of major hazards that may arise as a result of its operations
• Implementing procedures and work instructions to minimise effects on the environment and for the safe operation of the site
• Identifying foreseeable emergencies and reviewing emergency plans regularly
• Monitoring performance in meeting the aims of the management systems and regulatory control
• Systematically auditing and reviewing the EMP, SMS and the MAPP

Responsibility and Organisation

The responsible person overall
The responsible person overall is the CEO who will provide adequate resources to enable the implementation of procedures, observation, and success amongst all employees.  He will also reinforce the efforts of delegated line management by appraisal of results, and by providing relevant training to ensure that the policies and their procedures remain practical and are observed and understood by all.

The principal appointees
The Directors, Environment Manager, Health & Safety Manager, Production Manager, Maintenance Manager, warehouse and office managers are the principal appointees delegated by the 'responsible person overall' to secure the health and safety of all their employees and to protect the environment.  This is considered at least equal to their duties to the management of the commercial undertaking.

The cell leaders
The cell leaders are the principal assistants to their appropriate manager for implementing and reviewing/ improving safe working practices to minimise hazards and impacts on the environment.  They will provide assistance in the induction and on-the-job training of new employees.  They will be fully familiar with their work areas, the capabilities of those whom they supervise, and act as a reporting point for defects upon which they will in all reasonable circumstances, act promptly.

The Safety Committee
The Environmental Management Committee and Health & Safety Committee shall be chaired by the Environment Manager and the Health & Safety Manager, respectively.  These committees are the main forums for dealing with items that have not, or cannot be resolved in the areas most concerned.  The Committees shall meet regularly (ideally on a monthly basis).  The committee constitutions are set out in the Health & Safety General Series (HSGS 3004) and the Environmental Management Policy (EMP 1000).

Other employees
All employees are considered necessary to secure successful health, safety and environmental protection.  Their representations will be listened to and dealt with as promptly as practicable possible.  Their suggestions and interest are actively sought as being vital to the implementation of this Policy.
